General Description of the Internal Resources Committee (IRC)

The Internal Resources Committee (IRC) is a committee established by the CTI-CFF to provide oversight and advice on matters relating to the management of the Regional Secretariat’s internal resources. The Committee supports the CTI Council of Senior Officers (CTI CSO) by reviewing key financial and administrative matters and providing recommendations to facilitate informed decision-making.

The establishment of the IRC followed the formal establishment of the CTI-CFF Regional Secretariat in 2015, when responsibility for the management of the Secretariat’s operational budget and assets was assumed by the Secretariat under the direction of the Executive Director. Recognizing the need for an independent review mechanism, the CTI-CFF established the IRC to strengthen oversight of internal financial and asset management processes.

The IRC operates separately from the Financial Resources Working Group (FRWG), which focuses on mobilizing external resources for CTI-CFF programs and activities. While the FRWG addresses external funding matters, the IRC focuses on the review of internal resources and related management policies within the Regional Secretariat.


Role and Responsibilities of the Internal Resources Committee (IRC)

The role and responsibilities of the FRWG corresponds with the core elements / approaches to financial resources as per the Regional Plan of Action Section V on Financial Resources in the following tasks that are to be reported to the Council of Senior Officers and Council of Ministers for endorsement:

  • Annual Budget Review and provide recommendations on the proposed Annual Budget of the Regional Secretariat prior to its consideration by the CTI CSO, considering the Secretariat’s planned activities, operational requirements, and available resources.
  • Internal Audit and Acceptance of Annual Audit Report Review internal audit matters and the Annual Audit Report and provide recommendations to the CTI CSO regarding the acceptance of audit reports and any matters arising from the audit findings.
  • Policy Directions Pertaining to Financial and Asset Management Review and provide recommendations on policies, procedures, and related measures concerning the management of the Regional Secretariat’s financial resources and assets, with the aim of supporting effective administration and accountability.
