CTI-CFF Regional Secretariat hosts the CTI-CFF Public-Private Partnership (PPP) Preparation – Expert-Consultation Meeting on PPP Design and Arrangement on 4th – 5th April 2018, in Jakarta.
The activity is aimed at building a better understanding of PPP investment design and arrangement in sustainable fisheries, including the development of catch documentation and traceability (CDT) systems to support the implementation of Ecosystem Approach to Fisheries Management (EAFM).
The activity will also discuss plans for a major CTI-CFF PPP event on Sustainable Fisheries in Bali, Indonesia in early 2019.
JAKARTA, Indonesia, 26 March 2018 – The CTI-CFF Regional Secretariat, in cooperation with the U.S. Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), will conduct a 2-day “CTI-CFF Public-Private Partnership (PPP) Preparation – Expert-Consultation Meeting on PPP Design and Arrangement” on 4th – 5th April 2018 in Jakarta. This activity is part of the USAID/CTI collaboration entitled Strengthening Organizational and Administrative Capacity for Improved Fisheries Management (SOACAP IFM). It is designed to promote sustainable fisheries practices in the CTI region, combat illegal, unreported and unregulated fishing (IUUF), and conserve marine biodiversity. One of the main goals is to develop a reliable catch documentation and traceability (CDT) system for fisheries and seafood products, allowing countries to trace fish from catch to market (value-chain).
Better information systems, including CDT, are envisioned to assist CT countries in improving stock assessment and fisheries economic performance, marine spatial planning, international market access, and combatting IUUF.
Development and application of CDT and related fisheries support systems require country-level investment, which poses challenges due to high perceived risk. Therefore, CT region countries, as global fish suppliers, need alternative approaches to attract investment in fisheries.
Public-Private Partnership (PPP) is globally recognized, including by CTI member countries (Indonesia, Malaysia, Papua New Guinea, Philippines, Solomon Islands, Timor-Leste), as a mechanism to address financial constraints, improve service quality, and enable faster implementation. All CTI-CFF members have national PPP frameworks and policies supporting PPP arrangements. Fisheries sector PPPs can be developed by leveraging experiences from other sectors.
This PPP meeting aims to build understanding of PPP concepts in sustainable fisheries, develop better PPP arrangements, and allow member countries to actively participate in sustainable fisheries initiatives. Focus areas include PPP for CDT systems, fisheries information systems, and supporting EAFM implementation under the CTI-CFF Regional Plan of Action (RPOA). The meeting will also discuss plans for a regional CTI-CFF PPP public event in Bali, Indonesia in 2019.
In addition to representatives from CTI-CFF member countries, the meeting will include experts from USAID/RDMA, SEAFDEC, USAID Oceans and Fisheries Partnership, GIZ, WorldFish, and JICA. These resource persons will share their knowledge and experiences in PPP arrangements.
PPP development in the Coral Triangle aligns with CTI guiding principles, promoting inclusivity and engagement of multiple stakeholders, including private sector companies, bilateral donors, and multilateral agencies. Market-based and economic instruments incorporating PPP concepts are encouraged under the EAFM goals of the RPOA.
Widi A. Pratikto, Ph.D., Executive Director of CTI-CFF, said: “The CTI-CFF PPP is expected to become an economic model for fisheries development in the CT region, addressing financial, service, and implementation challenges.”
“It requires all CT6 NCCs to have the capacity to adopt PPP concepts and develop business partnerships, including mobility of business concerns within sustainable fisheries sectors,” added Widi.
Under the USAID Oceans and Fisheries Partnership, PPP is a workstream designed to engage private sectors in partnership with governments to improve sustainable fisheries practices, especially through CDT and EAFM systems.
The event will provide a general PPP framework to member countries to develop long-term economic performance in their fisheries sectors.
